Project Description & Purpose

The Integrated Ocean Drilling Program (IODP) team at Consortium for Ocean Leadership (Ocean Leadership) is in the process of creating a new IODP Website.  This new website is ultimately intended to serve the needs of both IODP’s U.S. Science Support Program (USSSP) and the portions of IODP’s U.S. Implementing Organization (USIO) that are administered by Ocean Leadership (see the section entitled, “IODP: Program Overview” for details about the IODP, USSSP, USIO, etc.)  The purpose of this Web project is to provide online visitors with readily available, clearly organized, and highly useful information and data regarding various elements of IODP.

The IODP team has a near-term requirement to have an effective graphical design developed for this new program website, with design focus being placed initially on the IODP Home Page, which features hypertext links to 7-10 major IODP components.  Of these program components, only the USSSP Web Section (see below); the Future Program Web Section; and the Online Media Room need a new graphical design developed in the near future.

Because USSSP has the most pressing time requirement, the decision has been made to develop the graphical design for the USSSP Web Section, and to have the design developed for the IODP Home Page; the Future Program Web Section; and the Online Media Room, soon thereafter.  For this reason, the Scope of Work for this RFQ provides requirements only for design work needed to develop the new USSSP Web Section.  A second, related RFQ will be issued within the next few weeks, which will provide the graphical design requirements and Scope of Work for the IODP Home Page; the Future Program Web Section; and the Online Media Room.

This is the fourth in a series of RFPs WHOI will be issuing over the next few months in support of OOI. As stated in the cover memo, to receive consideration, please provide a statement of interest via e-mail to the WHOI Contracting Officer no later than 5 PM EDT, June 4th, 2010.

All administrative and technical questions are to be directed via e-mail by June 11th, 2010 to the WHOI Contracting Officer as well. The CGSN Team will respond via e-mail to your questions no later than June 18th, 2010. Contact made outside of this channel of communications to members of the CGSN team will be considered in violation of the intent of the RFP process and will be reflected in the RFP review.

Proposals are due by 4:00 PM EDT on July 2nd, 2010. Other important dates and solicitation details including contact information are listed in the RFP. We appreciate the short time this gives us but we feel this aggressive schedule will allow us to meet our obligations to the ocean community.




Education & Public Engagement Implementing Organization RFP Issued

The Consortium for Ocean Leadership (OL) is pleased to offer this Request for Proposals (RFPs) to support the development and implementation of the Education and Public Engagement (EPE) Implementing Organization (IO) within the Ocean Observatories Initiative (OOI).  The OOI is a National Science Foundation (NSF) Major Research Equipment and Facilities Construction (MREFC) project.  This RFP will lead to a subaward for the continued evolution of the design, implementation, and operation of the EPE infrastructure of the OOI.

Because the OOI is a research and education facility and will involve researchers and students in all aspects, proposals will only be accepted from academic institutions, academically led academic/industry partnerships, or not-for-profit research and education centers that work closely with universities conducting graduate level research programs in oceanographic and/or the broader geosciences.  Institutions and organizations are encouraged to develop creative EPE partnerships and collaborations that build on the highly integrated network of the OOI.

Request for Quotations: Procurement Support

The bidder shall assist Ocean Leadership in analyzing project needs relative to technical specifications and Requests for Proposals (RFP) production as described in the Ocean Observatories Initiative (OOI) primary project scope documents, schedules and contracts. Additionally:

  • Provide written information, lists, reports, proposals and schedules to support management of the specification and RFP development needs of the project, including the procurement activities related to corresponding proposals, procurement strategies, processes, and process management related to the OOI sensors/instruments and subsystems, including participation in the source selection process, through the proposal evaluation and award phases of procurement

  • Analyses of project needs and strategy for procurement of approximately 49 sensor/instrument types as coordinated with OL/OOI, including documentation

National Oceanographic Partnership Program (NOPP)
Study Opportunity Title: Developing Environmental Protocols and Monitoring to Support Ocean Renewable Energy and Stewardship

Study Opportunity Number: M10PS00152

Study Opportunity Description: Under the auspices of the National Oceanographic Partnership Program (NOPP) and The President's Interagency Committee on Ocean Science and Resource Management Integration (ICOSRMI), the Environmental Studies Program of the Department of the Interior, (DOI), Minerals Management Service (MMS) solicits proposals in eight topic areas meeting the goal and purpose of the Partnership Program outlined in Title II, subtitle E, of Public Law 104-201. Any NOPP member agency may fund research in response to this BAA.

Approximately $6.5 M over three to five years may be available for this BAA, subject to availability and final approval by the Interagency Working Group on Ocean Partnerships (IWG-OP) for the ICOSRMI.

Proposals must be received on or before 3:00 p.m. Eastern Standard Time, Monday, 22 February , 2010
